Prime Minister Cao Cao (Zhang Fengyi) who became the right hand of Emperor Xian (Wang Ning) tried to convince the emperor to attack Liu Bei (You Yong) and Sun Quan (Chang Chen) in southern China on the grounds that both are trying to seize power of the emperor.
